Desktop issues

When I try to open up a picture file, lets say i have a .jpg on my desktop
Windows Picture and Fax Viewer opens up and it says "Generating Preview" for a good 5-6 seconds before displaying the image, way too long of a wait.

Also when I press cntrl/alt/delete theres no tabs its just a screen that shows my tasks.
before there was a tab that i could click to see my processes,etc. theres not even an X to close this box i have to press esc, theres no minimize button either. thank you for any help

For the second issue, double click on the border of the window. The rest of the window will appear.

For the first problem, we need a bit more info. Have you defragged your harddrive lately? Scanned for malware? Try www.ccleaner.com
