Question Windows won't work no matter what

I had finally got my new hdd going and tested everything and hardware shows good. It was working and everything going great. After I tried finding and installing my video card (nvidia geforce fx 5600) drivers and some sound drivers... its been bad. At first, if I had the winxp cd in the cdrom it would load, otherwise it just went to a black screen. Now, I can't get to it at all. I have tried recovery console to rewrite the bootdisk, did chkdsk-says good, and am trying for maybe fourth time to repair windows with a different xp cd. Whenever I F8 and try to enter by safe mode, last known good config, vga, etc... I get a message that says "Setup is being restarted' ... also the same thing for when i go in safe mode, it starts to come up and then pops up a box that says something about setup restarting click ok. So, now once windows has tried repairing, it does its thing and restarts, and I have a light blue screen like it wants to keep going but not the BSOD color blue. I've exhausted all I know, and just want to try and get my data on the hdd and try a xp re-install. Anyone familiar with this and can help me do either of these, either possibly fix it, or recover data ? Thank you so much.

Previous threads for background on this problem:

No boot device detected: system halted

New hdd shows up as slave in bios

What kind of computer is this? Home built or name brand?

What are the complete system specs? Please list all the parts by brand and model including the power supply and the exact operating system you're using.
