It's connected to a memory dump process. Probably not hurting anything but not necessary AFAIK either. According to this link, you can disable it if you want.
http://www.sysinfo.org/startuplist.php?filter=dumprep

I don't really know what that's doing in there anyway.....I mean, I don't have the option in that link set to "none" on my machine, mine says "Complete memory dump", and I don't have that in my msconfig startup files. ???? Strange.

Windows Error Reporting Dump Reporting Tool. Found on Windows XP/2003. It shows as a startup item whose execution line usually reads as "KernelFaultCheck" %systemroot%\system32\dumprep 0 –k. DUMPREP creates memory dump reports that you can send to Microsoft if you answer "Yes" when prompted to send such reports. In our experience this entry only shows up for the first time after your PC has experienced a Windows XP "dump" crash, or an Office XP or Internet Explorer 6 crash where you were prompted about sending the crash results to Microsoft.

Recommendation :
It is our experience that having Error Reporting set to ON only causes more crashes. The mind boggles at this : in both Netscape and Internet Explorer our experience shows that if you turn error reporting ON, you will crash often in either browser, if not sometimes always !! You’ve guessed it, avoid Error Reporting like the plague. In both Windows XP and Windows 2003 turn it OFF by opening the SYSTEM icon in the Control Panel, choosing the ADVANCED tab, and then clicking on Error Reporting.

Well, now that you posted that screen shot, I'm not so sure. Normally I'd say it probably wouldn't hurt anything to delete it, although it's not likely hurting anything being in there either.....but in that screen shot I see at the top of the list you've got a "ccApp" process running. That's *usually* related to Norton AntiVirus (is that what you're using?).....if it is, the memory dump might be related to something Norton needs in order to work properly, and deleting it might screw up Norton. So, in a nutshell, I'd say if you're using Norton, leave it alone....if not using Norton, I can't find anything that it WOULD definitely hurt but I can't say with absolute certainty that it's not needed either. In that event, unless it's taking up a huge amount of memory or really slowing your computer down, I'd probably leave it alone, just to be safe. Up to you though.

Nah - just remove it. Has nothing to do with Norton's functionality or anything else in there.

Thanks for jumping in, glc. I wasn't sure about it where I saw that ccApp in the list.....was afraid it might be connected to Norton. Didn't want to tell him to delete it and end up hosing his NAV install.
