group policy for active desktop?

I've been trying to set an active desktop of a group of users that log into XP machines to an html webpage. So far I haven't had any luck getting the webpage to appear.

What exactly needs to be done in order for this to work correctly? The primary domain controller is running on windows 200 server.

All you should have to do is to Enable Active Desktop and set Active Desktop Wallpaper in
User Configuration
Administrative Tools
Desktop
Active Desktop

I also redirected the desktop to another location \\domaincontroller\NETLOGON\Redirected Desktop\Programs. Place any programs or icons that you want on the desktop in that folder or leave it blank if you don't want any.

I already enabled it there.

I've managed to get the webpage to display as the desktop background, by adding it to the "add/deleteitems" policy, but it only fills about 75% of the background, leaving a strip down the left side.

Also, if I enable "hide desktop icons", the webpage I use as the background disappears.
