Try starting in safe mode and use the add/remove programs in control panel to delete it. It will then revert back to the old IE. I installed IE 7 and it caused lots of problems so I got rid of it and problems went with it.

Hum, I am not sure about this case, but I have ever experience that explorer.exe can't run automatically, and always I try to clean the system, remove the junk files (especially the files under %temp% & %userprofile%\Local Settings\Temp), generally it will become normal after restart, so I suggest you trying this operation, or use CCleaner to clean the disk and registry, maybe the problem will be solved.

Are you using more than 1 Windows in your computer?
Is your system restarting more than once ?
Did you install IE 7 from a CD or internet?
Please try to reinstall your WinXP on that computer. Even after reinstallation if you face the same problem using the latest version of IE, than use system restore.

I think if you re-install XP your ystem restore points are gone. Why not try that first?

Do you have WindowsBlinds or another similar application running? If so, switch it off as I vaguely remember it causing issues as Windows can't fully shut it down whilst installing the new explorer.
