Problem with start up???

I am running windows XP with an Asus Black Pearl mobo and an old 2.4ghz Pentium 4 processor. When I start up the computer the it goes thru start up, but when it gets to the windows screen it freezes up. I noticed the screen that usually flashes before going to the windows screen has scrambled characters, which were mormally readable. Also once the windows screen comes up it does not fill the whole screen like it normally would, and there appears to be a window running in the background. I can't make out what is in the window though. I'm thinking that windows got corrupted some how, or my bios is. I don't think it's a hardware issue. Please help.

Can you boot into safe mode? Press F8 on bootup.

I tried, When that screen came up it was scrambled also.

Hum..In this case, you may have to repair the system, or the hard disk errors may also cause Windows bsod. But the screen is in a flash, it's hard to judge the problem..

I'm thinking windows is corrupted or the bios is screwed up. I would like to format the HD and reinstall windows. Is there a way to do that?

Boot with the XP CD and go through the same procedure you used to do the initial install. You may reformat or you can delete the partition and recreate it.

Set the CD drive first in the bios boot order.

that's the problem. When I try to go to the bios screen, that's scrambled too. I can't make out the letters. Instead of being in order they are all over in no order.

You either have a bad video card, bad ram, or a bad motherboard. It's definitely a hardware issue.
