To access MS Security Center go to, Start>Accessories>Security Center. You should also be able to access it from the Control Panel, look for Security Center, when window opens scroll down and click on Windows Firewall. However you reach the Security Center, when you open the Windows Firewall Dialog Box click on the tab Exceptions check the box Windows Live Messenger. If it is not there click on the tab Add Program then add Windows Live Messenger. Hope this is helpful.
