I've got myself running some PCs with Crista UPS Pro PC700 (much like Mercury 600VA). I don't have a problem with the UPS. However, I don't smile when my colleagues log on to the Power User accounts I created for them. The UPS Monitor Service (Rupsw32) won't start in that account type. I know this has to do with the user rights associated with Power Users but there should be a way to allow specific services run in that environment. Any ideas?

If your running XP, you can adjust the UPS settings from the services panel. I don't use a UPS so I have no reason to check out the settings, but you can set it up for specific users.
I get to the services window this way: Right click on My Computer > click on Manage > expand the Services and Applications sections > click on Services go down to the UPS service double click the service. The "Log On" tab is where you adjust the settings, I would try the Local Systems Account see if that works for you, If not under "This Account" you can set up individual users. Click on the Browse button, when the Select User window opens click on the "Advanced button" then click on the "Find Now" at the bottom of the select user window you should have all your users for this computer. Select the user(s) who need this service, and it should work for your individual users.

I've tried that. The Service still hangs and I get a negative notification on the taskbar ("Rup service cannot start" - error). Once I log on as myself all is ok.
