Scrolling Issue

I just built a new PC and installed XP Pro on it. Whenever I scroll, whether in IE7, word, excel, ect, the scrolling is real wavy. It is not smooth. I am not sure exactly how to describe it, but it looks different. It is like instead of the screen moving up or down, the whole screen refreshes to the new screen. Is there a setting I can change to fix this? Is this a setting in System properties? If so, I cant figure out which one.

I changed the visual settings from best performance to best appearance, but this did not change the problem. I also played around with the mouse scrolling propertise and this had no affect. When you scroll normally, as you scroll, you can see the text moving up or down, but my problem is that when I move, it is a like a wave that refreshes within the app to move the text where it should be. Any ideas?

1GB, should be more than enough for XP. And I dont have any programs running that are RAM hogs. Just very basic stuff.
