greedo Cannot Enable System Standby

I am using Windows XP on a Dell desktop. When I go to Control Panel -> Power Options -> Power Schemes, there are no options available for setting up standby, etc. The bottom portion is just gray.

Can someone tell me how to enable this option?

I am using a Dell Optiplex 170L, Intel Pentium 4, 2.8GHz, Windoiws XP Professional 2002, SP2.

I have 52.5G of free space on my hard drive.
