No Connectivity

I'm trying to fix and clean up a pc that would no longer connect for a friend. It has XP Home on an Intel board with built in LAN. After looking at all of the crud he had on the pc, we decided to reformat the C:\ drive and reinstall XP.
I cannot get it to connect to DSL and the message says there is no connectivity. My friend says that was the same message he got at home. I made sure I set up his connection for broadband, clicked the box to never dial a connection, made sure his built in LAN was enabled in the BIOS, checked to see if there were issues with operation and drivers for the LAN and cannot find where the problem is. My Linksys router recognizes that the cable is plugged in, etc.
Any more ideas? I'm sure I haven't skipped anything as I've done this so many times before.
TIA
Carl

Open a command prompt and type ipconfig /all. What is the data on the local area connection? The IP address *should* be 192.168.1. something if it's connected to your Linksys. If it's 169.254. something, it doesn't see the Linksys. If it's 0.0.0.0, reboot it and try again.

Got some basic specs? If it's an Intel board, did you install all the drivers from the CD including the chipset identification utility?
