scan and copy query

I am trying to scan a manual in Spanish and then copy and drag onto the online Babel Fish Translation programme. The problem is when i scan a page it puts it into JPEG. Then when i open the JPEG it uses the (Windows Picture and fax viewer), then i do not get the right hand click option to copy it. Does anyone know of a way to drag a scanned document onto an online translation programme?

You need an OCR piece of software.
