greedo win xp starter edition problems

I have a CDMA USB modem from an Indian ISP.I use it on a laptop with winXP home edition with SP2 . I have no problems so far .The device works fine. Recently I purchased an ultraportable notebook loaded with windows XP starter edition with SP2. I loaded the drivers for the CDMA modem.The hardware gets recognised O.K. I am able to open the dialer menu. The dialer menu recognises the modem and is ready for connection.However when I click the connect button the message appears that the dialer.exe program has encountered problems and has to close.Report to microsoft about the problem option appears. I am unable to connect this machine to the internet. I have installed the latest drivers from the ISP's web site. Stiill the problem persists.
Can any one suggest a solution.
