copy system file

after a fresh install of winxp to a laptop I get a currupted file message, what is the best way to copy that file to the laptop? I have a usb floppy drive so it shouldnt be to hard.

Windows could not start because the following file is missing or corrupt:
\system32\hal.dll
please re-install a copy of the above file.
