why this change and how do i correct?

on starting my winxp--comput now goes to intermediate screen "setting user preferences" during startup sequence.

did not do this until recently??

some setting must have changed --maybe via a micrtosoft update?

how do i stop comput from accessing this "preferences" screen and slowing startup time considerably/

tx
