Windows Defender Problem

Wonder if anyone here in this forum have any problems with the program called Windows Defender. Well mine is and look down what I wrote down below:

( X ) Windows Defender encountered an error: 0x800703eb. Cannot complete this function.

Error Signature

Now what is your suggestion with this?? I was going to uninstall the program then reinstall it again. Is that wise to do this or remove the program from Add/Remove program then install it again. Need your help with this.
