Software on user accounts

OS: XP Home
Goal: Use software on user accounts just as owner account can.
Subject software: Palm software for my Tungsten PDA and a Centro phone, also Adobe flash player that I still cannot get to work on my user accounts though it works great on my owner account.

Ok
I realize there is a way in my owner account to allow software to install itself into my user accounts but I cant remember exacly how to do it. I believe its through the C drive.

Ive searched here quite a bit and theres great info on the subject, but no step by step explanation that I can use safely.

Also, I have tried the whole "Turn the user account into an owner account then turn it back" etc etc and it has not worked for me.

Im convinced the proper way to do it is giving the individual software permission or...? Anyone willing to part with the knowledge?
Thanks!

Are you talking about running a program as administrator from within the limited user account.

Right click on program and run as administrator
You will be prompted for user name and password to be able to do this action
