Disable Start menu for Certain Users
Is there anyway to disable the start menu for specific users in Windows XP? I have been looking over options in the group policy editor which allows removal of specific items from the start menu; however it does not give you the choice to remove an item for a particular user.

You could try
Booting into Safe Mode, open Explorer, right click on the executable program you want to restrict access to. Click Properties, click Security, then set the permissions. I hope this is want you're referring to.
