USB not working

Awhile back I put a pci USB card 2.0 in my web server Windows 2000 pro run great, But I have a 40 GB hard drive I wanted to connect to it via USB to do automatic backups of it self so I plugged it in and nothing happens and it works on all my other PC's so I plugged in a Sandisk 8 GB portable to test it and still nothing so I'm guessing the USB card is messed up somehow but it shows up OK in the device manager anyone have any ideas on how to fix this and I did uninstall then reinstall and that didn't work either.

This PCI card worked on other computers also.
