creating a public calendar in exchange 2003

I'm trying to create a couple of callender public folders to schedule various recources.

The setup is both outlook 2003 an exchange 2003
For some reason i can't create public folders from outlook, but i can create them serverside. Somehow however i always end up with a public mailbox. Does annyone know how i can change the content type of a public folder in exchange 2003 ?

I figured out there (aperantly) is no way to creat a callendat public folder serversde

Does annyone know how do i Allow users to create public folders?
