Not Able to Receive Emails

There are accounts in Server 2003 (Active directory). They are able to receive emails from external sources (Gmail, hotmail, etc..) But when I create a new user, they can not receive emails from the external sources (Gmail, hotmail, etc..).

Can I get any help please? This is an issue I have to resolve, I've been trying to google, and i have not had any luck.

How are they getting (or supposed to be getting) their mail? Visiting the webmail's website? Adding the account to a mail client?

I do not understand, i will explain this how I think you want it.

They use Outlook 2007 or 2003.

All the emails get sent to the exchange server, and all the users have their own mailbox on the exchange server.
