splat XP Dll Problem ?

Hello,

HOPEFULLY some one will be able to help with this or I will be shot !!

Hp,XP Pro all updates. ( this is not XP 64)
I was uninstalling HP printer drivers when we had a power failure.
When I rebooted the error message was :

Windows root > sys32 \hal.dll
Please reinstall a copy of the above file

I do not get a BSD, just this message ...The computer will not go to XP.

Is there a way to access XP's sys resstore? or how can I fix this with out wipeing the HD ?
HP has a sys restore , but it wipes all data

Any help will be greatly appreciated
