DDWIN.EXE Problem

One of my computers is having a problem starting up and I believe it has to do with the DDWIN.EXE operation. Tried booting in safe mode to try and access "services.msc" to disable the error reporting and see if that works however the system does not allow the run box to open. Tried starting up normal however unable to access the internet and the screen goes black and the computer reboots on its own. Any ideas on how I can get around this problem? I think there could be a virus causing this situation however the computer does not stay on long enough to try anything. Thanks to all that respond.

Remove the hard drive and use a USB adapter to connect it to a working system and scan it for malware.
