System Restore Blank White Screen

I installed and uninstalled a software last week and since both my system restore and help and support does not function. The help and support does nothing and the system restore goes to a blank white screen. From reading other post I have tried turning off my AVG virus software but no luck. Search is also not working. I have recieved one message that read "c:\windows\pchealth\helpctr\binaries\mscfgtlc.xml" when I ran msconfig then clicked on the tools tab. Any help is appreciated, Thanks
