it seems to be just the two on the front of the machine. I dont have to plug the device in all the way just touch it. Some kind of grounding issue?

It sounds like it's shorting the computer out.
You could take a look at the ports themselves to see if anything looks wrong. |

I would also guess a short. Try pushing against the inside of the ports with something insulating: if it reboots, it's a mechanical problem (perhaps the board the sockets are mounted on flexes and shorts out to a metal shield). If not, unplug the iPod cable from the iPod and try inserting that. If that causes a reboot (and the cable works normally when plugged into one of the back ports), something inside the socket is shorting (probably to the metal shield around the plug on the cable).
If neither of those tests causes a reboot, open the case and swap the cable from the front panel ports to another USB header then try inserting a device. If it doesn't reboot, try swapping the cable back to the original USB header and verify that it reboots when insert a device there. If so, there's a problem on the motherboard with the ports on that header: replace the motherboard or abandon that header. Another possibility is static discharge. While touching bare sheetmetal on the back of the case, put a finger on the metal shield on the USB device and hold it on there as long as you can as you insert it. If it reboots, it's not static (although if it doesn't, it doesn't prove that static is the problem). |

What you could do is disconnect the front USB ports and install a front bay USB extender.
