Question Trouble shutting down

Hello everyone! I am having an issue with my PC when I try to shut it down. I am running Windows XP Professional Version 2002 Service pack 3. I have been running the SP3 since it was available. Problem is this: I click on shut down and the PC "flickers" the desktop icons and then does nothing (you can use as you normally would, not locked up or anything). I then click on shut down a second time and the system shuts down as it should. Very strange, just started happening a few days ago. I tried to do a system restore to a store point from last week and it would not work, stated there was a problem, unable to restore. Any Ideas? Runs fine other than the shut down issue.
