Disable MagicJack for specific user

Hello. I bought MagicJack a couple of months ago. The only real time I have a problem is when more than one person is logged onto the computer it's attached to. It runs on both profiles and conflicts with itself. Is there a way to disable it from running on the second user account on my computer? I am running XP Pro.

Are changes made to the local security policy 'global' (affecting all users), or does each user account have its own policy?

Thanks.

Does the application load on startup?

If so, Log on as the second user and go to start > run > msconfig

Go to the startup tab. Uncheck the application from the list.

While that won't prevent the user from starting the application on their own, it'll prevent it from loading when the user logs in.

The jack is plugged in via USB, so a user doesn't need to start the program. Windows recognizes it, and it starts its own software. That's why I'm wanting to disable it via path rule (blocking the program).
