XP Activation Problem

I changed motherboards and did a XP repair. This is a custom build and didn't have the XP disk just the sticker on machine. In this case I usually use a Dell XP disk and change the key when its time to activate. The repair finishes and I log into Windows and it gives the familiar message that I need to activate before I enter Windows. So I click yes and though the processor has activity now and again an activation window never appears. Any ideas? I have rebooted only to have same result at same stage, I also repaired one more time but same result.

You may have to save the data and do a clean install.
