Unhappy Cannot Access "Run" Function in XP Pro

All of a sudden today, when I tried to access the Start/Run function in XP Pro, it wouldn't function, and a popup message read (when I clicked on Start/Run) "Cannot create a shortcut here..." This happens now every time I try to access the Start/Run function...

I tried to do a System Restore, but XP Pro couldn't perform that function for any number of dates in bold, in System Restore....

What antivirus and malware scanners are you using? are they up to date with their respective definitions?

I'm running Avast! and Counter Spy, and they're both up to date.

I might add, I can't run the XP Recovery/Repair Console either, because it asks for a non-existent password....

Update....

I did find this possible solution on another forum, under XP topics:

"For those who will beat the monitor wondering why pressing Start -> Run (and Search, and Help buttons also) doesn't work anymore showing a stupid message "Windows cannot create a shortcut here, place it onto the Desktop instead?"...here is the solution to the problem (it has cost me 4 hours!):

The problem is you recently installed critical Windows updates (of 10 Aug 2006) but you did not install kb908531 (25.04.2006) -- that stupid update which installs Verclsid.exe tool. Install kb908531 and be happy."

But it looks like this MS Update (KB908531) has problems of its own (link below):

Have you tryed to access windows in safe mode?Maybe that can resolve your problem and you'll be able to restore your windows system.You can also do a boot scan with avast in safe mode too.
