Windows XP Firewall Doesn't Enable
Can't engage the firewall....HELP!

Most common reason is you have a 3rd party firewall installed. Have you tried Google?

The computer in question was a mess. I just reloaded an image from about two years ago and everything runs fine. All data was on a different drive.
