no HD found wen install xp sp1

1st--money is an issue==sp1.

PC totaled. will boot but shows very few services running no internet, bla,bla,bla.
It is XP Pro- SP2. I am trying to install from an XP Pro-SP1 disk (free).
If I try to run the set-up from My computer it says it can't because of the install disk OS is older then the current OS.
When I boot off the disk-it says there is no hard drive.
There is no floopy drive to FDISK it.
When I go to Disk Management it says there is no RPC server.

I also don't see a controller for a internal floppy dr.

My question is, why doesn't the disk see a hard drive and can I change that some how?

I believe that this is an original OS installation from Dell.

1. Is this a Dell computer? If so, model, please. If not, specs please.

2. Is this SP1 CD a Dell CD? If not, what is it exactly?
