Cant open Windows programs

Yesterday my partner stupidly turned off the pc from the wall socket
instead of turning off within windows, now after booting up i cant
open any programs at all, even add hardware, network, system restore.
Anyone know the problem, can it be fixed.

Will it start in safe mode?

The forced power off may have crashed the hard drive, you should run diagnostics on it. Download the diagnostics from the hard drive manufacturer and follow the instructions for making a bootable CD or set of floppies with them.
