Question no help and support in xp

I lost help and support when I tried to upgrade to IE8. I finally was able to delete it but now IE7 is gone also. I tried to reload IE7 but SP3 won't let me. I don't want to remove it as i'm not sure what will happen. I was going to try my dell back up installation disc but found you can only use it on a clean new computer Dell computer.So,when I go to help it just sits there. HELPCTR.exe does nothing.also if I try to check systems information . IT says something about MMC is sorry but not today : ) I'll try about any thing but wiping out everything and starting over.

The Help and Support Center does not run when the Data Execution Protection feature is turned on in Windows XP Service Pack 2
