system restore problem...

there are many threads on this topic but mine could be unique.

when I tell system restore to create a restore problem it tells me "computer must be restarted for changes to take effect". restarted many times and the message is still the same.

I have done the following....

Run chkdsk...no change in problem
Run SFC.......no change in problem
Reinstalled sr.inf..no change in problem
disabled System restore, rebooted, reenabled SR, no change

I don't know what to try next..

I think that message is was you get when you choose a restore point.

No That message is what I get when i try to create a restore point.

I get that do, and have done the same . Cannot get to any screen to CHOOSE a restore point, just the little box with the error message in it.
