power management

I'm trying to setup our network workstations so I can control the power options, but I'm not having much luck.
This is on a domain, the domain controller is running windows 2003, and all workstations are windows xp
There is nothing anywhere in group policy management to control the power settings, so I tried using EZ GPO, but that didnt work, then I tried following microsoft support site, but after creating the PowerConfig.bat file I'm not able to edit the file.
I can see the EZ GPO in my GPO, and it's set to turn off monitors after 5 min, but it's still not working. I'm not very good with the group policy management, or the group policy object editor, I dont fully understand how to link them up correctly with the domain.
However it seems that the other security settings in the group policy are working, just not the power settings.
