win xp dell dimension 2400

I am not able to get use from USB ports. They only recognize very few things- not my camera but a cheap craig mp3 player, not camera mate but an old Zios card reader, .
I do not have system restore now- error says restart then try again,, Tried reinstall xp disks that came with but does not allow.
I would like to buy external HD and transfer all files then reformat but afraid it will not recognize that external HD is attached thru USB.
I am at a loss
I know I am a dummy when it comes to this but I am (at least) more computer literate than husband,,,,
any suggestions?

Do you have SP3 installed? Are there any yellow exclamation marks in Device Manager?

yes, sp3 installed. Yes there can be an error message to a usb device I have connected and I run the driver search which says cannot find driver or when I click on the device message says no driver needed for device. I have also changed drive letter for usb device.
I cannot move data to external HD so I can reformat HD for clean reinstall winxp. Computer used to recognize and install . System restore is gone too I guess.

Put the Dell Resource CD in, and reinstall the Intel chipset utility.
