Cannot install windows updates

I have Windows XP SP3 with IE7.
When I click on custom or express for windows updates I receive error.
The website has encountered a problem and cannot display the page you are trying to view. Take the following steps to solving the problem:
Refresh
Delete Temporary Folder
Close IE and reopen
IE(ADD-ons Disabled) mode only prevents the use of ActiveX controls, including those used by Microsoft Update website. To get updates using this browser mode, you need to turn on Automatic Updates on your computer and visit the Microsoft Update website. error number 0x80248007

I did the above 3 items it suggested and my IE add-on are enabled. I tried both methods on the below website, but still get the same message when trying to get windows updates Error code when you try to use Windows Update or Microsoft Update to install updates: "0X80248007"
I download Malwarebytes and it found one item and removed it. Went into safe mode and ran Spybot, Ad-aware, and AVG, did not find anything. I tired Windows Update and received the same message.
Any suggestions?

Why are you still using Internet Explorer 7? You should have upgraded to IE8 by now.

That may be true, but Windows Update still works with IE7, that's what is on this machine and it updates with no issues. It's IE6 that no longer works right.

I formatted my computer approx 8 months ago and I usually have updates set to let me know and I'll download and install. I must have forgotten to change that because IE8 was installed because everytime I would open IE I would get the dialog box welcome to IE8 and it was me to choose what option I want; however I keep saying remind me because I didnt have time and still dont right at this moment with all my travel. I though maybe that was the reason I could not get my updates because everything was fine with IE7. I uninstalled IE8 and put back IE7. Some point in time I will investigate IE8. For now, I just want to get my updates.

Have you tried this: Error code when you try to use Windows Update or Microsoft Update to install updates: "0X80248007" ?

Thank you Nuclear. This was the first thing I did and method 1 or 2 did not fix the situation.

Thank you. His instructions are the exact same as the ones on Microsoft website for this error code. Unfortunately I have tried this and it did not work.
