FTP total failure

ALL FTP methods get connect failures for ALL sites.
If I open an MSDOS window and enter an FTP command such as:
ftp ftp.earthlink.net
I get a message indicating that I am connected to ftp.earthlink.net
and IMMETIATELY a second message indicating that
the connection was closed by the host.

If I ping 127.0.0.1 (loopback) it returns data ok
If I FTP 127.0.0.1 i get an error message: Connect Failure: "Unknown error
code"

Using WS_ftp LE, trying to connect gets a connected message and then
a connection refuese message immediately.

I CAN use ftp from the ME machine that is sharing the internet connection,
so the actual connection is not the problem

Can anyone suggest where in TCP/IP the problem might be or what I can do to
trace it.

System environment:
1 XP pro machine (host)
1 ME machine (client)
connected via Linksys BEFSR41 router
XP machine uses modem to dial ISP (no broadband available)
XP machine cannot connect to ANY site via FTP via any method.

1.You can't Ping FTP 127.0.0.1 because that's your own computer
2.Did you disable the Integrated Firewall in XP - as this could be the problem of not being able to connect .

I've been back and forth with firewalls. Where in XP should I go to deactivate the firewall you are talking about

I checked the XP firewall last night. The network connection for my isp DOES NOT have the "Protect my system" box checked. Neither do any of the other network connection entries.
Does anyone else have any idea why I cannot use FTP at all?
