Weird Phnomenon

Lately I noticed a couple of odd things with my PC.
(1) When I click from one icon to another on my Desktop, the hourglass symbol appears with my arrow for a few seconds and then disappears.
(2)When I shut down my PC, a window with the following description appears:
End Program - rundll32.exe
Progress Bar showing
This program is not responding
To return to Windows and check the status, click cancel.
If you choose to end the program immediatlely you will lose any unsaved data
To end program now, click end now.
After I click " end Now", then the PC proceeds to shut down.
This happens every time I shut down the PC. It's somewhat annoying since this prevents my PC from shutting down automatically.
One other phenomenon: There us another window "Run DLL as an App" appearing periodically. The window states:

Run a DLL as an App has encountered a problem and needs to close. We are sorry for the inconvenience.
If you were in the middle of something, the information you were working on might be lost.
(Debug) (Close)

Sorry for the lengthy thread but I thought I should be as thorough with my description as much as possible.

I would run a deep scan with Malwarebytes.

Do you have anti-malware software installed, like Microsoft Security Essentials?

What version of Windows?

If it is XP, download this user hive cleanup application...

Did you GOOLGE things like:

End Program - rundll32.exe

Run DLL as an App

and see the tons of info on these common issues?

I'll try all your suggestions. I got the full version of the Malwarebytes and also Microsoft Security essential.

missing msconfig

When I click on Run, type msconfig, message box states that Windows is unable to find "msconfig". I need it to get to Startup. How can I get it back?

I've got WinXP Home Edition with Service Pack 2. I've already run MS Essentials, Malwarebyte (full version) and AVG anti-virus but no joy.

It sure wouldn't hurt to mention which OS you're using...

Search the windows folder for msconfig.exe and double click on it when found.

Weird Phenomenon continued

Update: Correction on my OS. I do have Service Pack 3.
I did search and found "msconfig.exe". I double clicked on it and got
System Configuration Window. I made a short cut icon on my Desktop
cause I can't get to it using the Start/Run/type, method.

I clicked on the Startup in the System Configuration window but failed
to see "rundll32.exe" among those listed.

System Restore

My System Restore don't work. I tried doing restore on various dates but everytime it does not complete. If it means anything this is the same PC I am having the "Run a DLL as an App" problems with.
My OS: Win XP 32 bit Home Edition with SP3.

Just to let you know that I tried everything that was suggested - with caution of course because it seemed that some suggested corrective actions caused some other things to go wrong including System Restore. Nonetheless, when I started getting error messages from Google Chrome and did all that were suggested to correct it, I decided to uninstall Google Chrome. Lo and behold, all the problems which I have indicated previously such as missing msconfig, RunDLL32 as an App messages, delays connecting to websites, incompleted System Restore, all went away. So all's well that ends well. Thanks to you all anyway.

I wonder if something chrome installed got corrupted. Have you tried re-downloading and re-installing? (That's of course assuming that you want to use chrome again)
