Boom windows does not restart

I have windows ME and a self built computer with:
AMD 1G Athlon
epox 8k7a mobo with 256 DDR
20G Seagate H.D.
Netgear network card
Leadtek GTS 2
CDRW and CD drives.

When I click restart in Windows ME, it instead shuts off. So everytime I make changes and windows asks me to restart, it just shuts down. Now when I click shutdown instead, that will work. In order to restart, I have to push the restart button on the case. After sometime, I can't even restart it with the button.
I have to shut all power off and wait awhile, then the restart button works. I notice on my onboard mobo post that it is still showing completed post but the monitor does not get any signal.
I have upgraded all my device drivers in hopes it would change but it has not. I'm wondering if it is a bios configuration, which
I have tried several.
Please help. I was so pround of my self when I built my first pc.
Thanks

Hi dmestre,

Try the information on this site: Windows Support Center

Here's the Home Page . It's a really good site with lots of fixes to known Windows problems.

Just a guess, but your problem might be related to that Netgear NIC.
