it's very easy -- format a diskette on whatever win9X os you have there - then add config.sys and autoexec.bat - and also himem.sys, aoatapi.sys , mscedex.exe all those files you can find easy on the net - or on the win9x cdrom - instead of the cdrom driver aoatapi.sys you can also take oakcdrom.sys which you will find on any windows98 installation in the ebd folder..
config.sys would look like this

DEVICE=HIMEM.SYS
DEVICE=AOATAPI.SYS /D:CD_ROM

for autoexec.bat following entries are needet

MSCDEX /D:CD_ROM

thats it then - you can use any text editot to do this or just use the copy con command line at command prompt = example

COPY CON A:\CONFIG.SYS enter
device - as above enter
press F6 and enter to write file to disk same goes for autoexec.bat

or you could just format a disk in XP with the "create ms-dos startup disk" option checked.
