Refresh Rates in XP?

Last week I set my refresh rates higher than normal, and I lug my computer back and forth between my dads. I get here (at my dads) and it doesnt work. I know refresh rates are the culprit because its a very old monitor here and I'm wondering if theres anyway to change refresh rates in safe mode?

I beleive that your vieo drivers are disabled in safe mode. You can probably get like 50-60 at the most while in safe mode.

I have a couple of questions though:
Why are you going into safe mode? Why would you want to change refresh rates in safe mode? Are you hooking up the monitor to a different box when lugging it around? Are you experiencing refresh rate changes when playing games?

Not in safe mode, but you can in VGA mode.
