Unknown screen called "0" on startup

During Win2k startup I am getting an unknown window called 0 with contents 0 that I have to accept by clicking on an 'OK' button before Windows will continue loading. This happens just before the Logon identification screen. Same thing in safe mode and diagnostic startup using MSConfig. There are no folders or files called '0' and virus scanning looks ok. Any ideas on troubleshooting this one?
