Help files unavailable

When trying to access Help in Win98SE a message is displayed:

"Cannot find the file hh.exe"

I ran System File Checker - all OK. Looked on M$ KB but no references could be found.

My copy was in the C:\WINDOWS folder and was also found in the WIN98_45.CAB file.
