I Have my xp startup disk. How do I use it to see the CD rom drive so I can try to reload XP? Or will this even work since its an XP upgrade?

You don't. The only thing you do with the startup disk is to forget about it.
Reason: As Zaney said, the CD is bootable. So you boot from cd and setup will automatically start. The booting from CD is supported by BIOS, you don't need drivers for that. And the drivers to access the rest of the CD is included on the winXP CD and will be activated on bootup.

It doesn't matter if it's an upgrade version, it's bootable just like any other.
