Have you checked your dial up network settings? Or tried to create a new one. Also check your driver to see if it is installed, maybe even reinstall the drivers

I apologize for not being more specific. I'm able to connect, but data isn't being sent or received. The little computer in my taskbar is there but the lights aren't flashing.

The lights are on but nobody's home???? Have you checked to see if the DNS, or the Gateway is configured properly. You are connected to your ISP but can't get out into the 'net. Maybe your ISP can help your there.

You tried going to winipcfg, release and renew your ip settings. That's if your isp is running dhcp server.
You can also reset your dsl modem if there is a reset button |
