Win 2000 Pro Error msg

I have been trying to install Win 2000 Pro on to my old PC.
The old PC is

Packard Bell 166 OC'ed to 200
2.1 hdd
128m EDO ram
2m on board video
PCI Lan
PCI Modem
16x CD rom
PCI Sound card

Win 2000 will not load due to error code 16, what ever that means. I removed the hard drive installed it in my new PC and loaded Win 2000 with no problems. I reinstalled the hard drive in the old PC booted it up and a new error code comes up.

Windows NT has found only 511k of low memory. 512k of low memory is required to run windows NT. You may need to upgrade your computer or run a configuration program provided by the manufacturer.

What the heck is low memory?
After loading I checked the hard drive usage and 650m is free.

The MS web site says that win 2000 needs a 133mhz PC and 64m of memory to run.

Does anyone have a solution without upgrading?

I'm leaning toward a BIOS issue or hardware incompatibility.

Code 16 usually means windows cannot identify a hardware device or a device is configured incorrectly. I would check the hardware with the HCL.
