"Do I need to restore drive?"

Okay, on the Compaq board I posted the following:

"Presario 4704, Win 95, removed from network, removed HP laser 4L printer and tried to load Win Office 2000. Would not load, quit installation, rebooted got COMCTL32.DLL file cannot start. Searched FAQs, found fix for this problem after intall of HP laser jet 5. Tried to copy .dll file from another Win95 computer but no sucess. Do I need a SelectRestore disk?? HELP!!"

Someone gave me a link to a file to download which I did:

I downloaded the file as noted to a floppy. How do I proceed to load it into the affected computer? I got a command prompt after booting with the start-up disk but, what to type after inserting floppy with the downloaded file? I typed 50comupd.exe (file name) and got "not ready reading drive A: invalid COMMAND.COM. Enter correct name of Command Interpreter (eg, C:\COMMAND.COM)." I know this is probably giving me a great hint, but I need a little more info.

I also copied it to the C drive and relpaced the original.... still locks up and will not open normally or in Safe Mode. Cannot access CD-ROM either. Ideas?
