Unhappy "Run As" Dialog Box

I need help...

I'm using XP Pro and whenever I open a program or an application, the "Run As" dialog box always appear. How can i disable it?

There should be a box that says all ways take this action or take no action and it wont ask you again.

Are you trying to run applications that are restricted for your usergroup?

Sorry that my attachment is not good. Anyway, theres no box that says take no action or wahatever. But it always ask - "Which user account do you want to run this program?" And I have two choices - 1.Current User (under this, there is a checked box stating after it 'Protect my computer and data from unauthorized program activity'
2.The Following User - which you can type username and password.

I dont think so, this box appears even i use MS Office applications.
