Windows 2000 domain question

We are running a Windows 2000 domain. We have 2 domain controllers for redundancy. The problem that we have found is that we are unable to operate unless the original windows nt4.0 server that was the domain controller is up and working. This was upgraded to win2k and is serving the PDC emulator function. When we run dcpromo on another 2k server; it does not assign the pdc emulator role to this box. We are finding it only runs on the original upgraded dc. Is there any way around this? We are running in mixed mode and we did try building an NT server; but we could not add this as a domain controller. Thanx in advance, Louis

are the win2k servers in the same domain as the nt server was?

Did you upgrade the primary domain controller first?

The 2k servers are in the same domain. First we built a 2k server as a domain controller. We unplugged the nt domain controller called dc01. We had built another NT bdc and we pulled it off the network; then we upgraded this to win2k; this was called dc02.
We plugged dc02 into the domain and let it start acting as a domain controller; then we upgraded dc01 to a 2k domain controller hence it took on the pdc emulator role. dc02 was just a temporary box that we added to move the whole process so we have reformatted that box and we installed 2k clean and it's acting as a domain controller. Therefore, the only pdc emulator is dc01. Any other 2k domain controller that we add will not serve the functions of a pdc emulator. If we install another nt server; you cannot join it as a domain controller on the 2k domain. We did setup our domain structure to run in mixed mode.
